I'm probably overlooking something here, so pardon my ignorance.

Right now, in the forum overview, I see that there was some action in "Technical news" 9 hours 50 min ago ("Last post").

When I go to Technical news, I see nothing that's from 9 hours 50 min ago. I press "Last reply" once - no "9 hours". I press it again - no "9 hours".

I similarly exhausted the "Created" and "Replies" tabs - no "9 hours" ago action.

I'm getting something wrong, or doing something silly, I trust. Because surely it is easy to find that post from 9 hours ago?

(It's not just this particular post. I have struggled to zoom in on the latest posts before. Compare this forum to PrimeGrid, which works in a much more intuitive way, if you ask me. But like I said, I'm open to the possibility that I'm missing something basic here.)

The last post in the

The last post in the Technical News section was posted to a "sticky thread"" and this forum labels them as "Featured" and by doing so hides the time of the last post. Check for thread titles that are rendered in bold and if the number of replies is a link, that indicates that there are new posts in the thread that you haven't read yet.
Also the thread with the most recent post will show in the top of the list of threads, if it's a sticky then at the very top otherwise just below the sticky threads as long as you don't sort the threads manually.
To manage the sorting of posts go to Account -> Preferences -> Community

The admins have said that they are going to improve on how the forum works in the hopefully near future.

So your question is rather

So your question is rather how are threads ordered not how to order threads by your own. The short answer is: the thread with the latest reply is always on top. Even if the thread is featured (sticky).

The long answer is to look at the thread title and the post count. If the thread title is bold and the post count is not a link this means you have never visited the thread before. If the title is bold and the count is a link you have visited the thread before and a click on the post count will bring you to the oldest not yet read post.

You can take this as an indicator about what you've read and what you haven't. In your case it seems the post you are looking for is in a featured thread which currently does not show the time of the last post. But we are working on that.
